Golden Brother International Co., Ltd. Holds February 2025 Occupational Safety and Health Meeting
Golden Brother International Co., Ltd. held its February 2025 Occupational Safety and Health (OSH) monthly meeting on Thursday, February 20, at 3:00 PM. During the meeting, committee members were briefed on the overall promotion of OSH and the execution results of various initiatives.
This meeting was conducted via video conference. After the routine affairs were reported by the committee secretary, Chairman Wangen Lee addressed the attendees with the following key points:
1. Legal Requirements for Energy Conservation and Carbon Reduction
On January 2, the Ministry of Economic Affairs revised the definition of energy users, specifying that: "Electricity users with a contracted power capacity exceeding 800 kW" and "Electricity users belonging to the same legal entity, natural person, or non-legal organization registered for commercial and industrial purposes, with their contracted capacity calculated collectively" are considered energy users.
According to the annex of the "Energy Users’ Energy-Saving Goals and Implementation Plan Regulations (2025-2028)," users with a contracted capacity below 10,000 kW must achieve an annual and average annual power-saving rate of 1%. Based on this, the company must actively comply with government regulations and implement various energy-saving and carbon-reduction measures to meet the requirements.

2. Solar Panel Installation Plan
After evaluating the company’s existing dormitories, the "Minghu Hall" in Hsinchu was identified as the most suitable facility for energy-saving and carbon reduction due to its scale. Thus, feasibility assessments for solar panel installation have been initiated. If the installation meets government standards, the company is considering a self-construction approach to generate "green electricity."
Once the company produces renewable energy, it will be better equipped to meet both government requirements and business partners' carbon reduction expectations. Colleagues are requested to cooperate with the assessment and, if approved, the subsequent construction process. Additionally, the company will evaluate the "University Town" facility in Kaohsiung based on actual needs, with further updates to follow.
3. Guidelines for Preventing High-Risk Factory Fire and Explosion Hazards
To enhance fire and explosion hazard prevention in factories and ensure worker safety and health, the Occupational Safety and Health Administration (OSHA) has issued the "Guidelines for Preventing High-Risk Factory Fire and Explosion Hazards." Given the frequent occurrence of major fire and explosion incidents in recent years, these guidelines were developed to strengthen preventive measures.

All employees must take necessary precautions in daily life regarding fire and electrical safety to achieve a "zero-tolerance" approach to fire incidents.
4. SVAP Audit under RBA Compliance
The company has been conducting the SVAP audit required by the Responsible Business Alliance (RBA) every two years. However, due to recent policy adjustments within the RBA, there is a high likelihood that SVAP audits will be transferred to the "On the Level (OTL)" program developed by the non-profit organization FAIR Hiring Initiative (TFHI) registered in the Philippines.
A final decision from the RBA is expected soon. This change introduces a level of uncertainty for all labor agencies. Therefore, further actions will be determined after the RBA's decision is finalized. Employees should respond to client inquiries regarding SVAP audit requirements in accordance with this update.

5. Energy-Efficient Indoor Lighting
Regulations stipulate that the minimum indoor lighting requirement is 300 lumens, which is a basic standard. However, comfort levels in such lighting conditions need separate considerations.
Supervisors in each region are requested to evaluate the actual lighting needs and comfort levels simultaneously. Under the significant pressure to reduce energy consumption and carbon emissions, meeting regulatory requirements is essential. Furthermore, to lower carbon emissions, all future lighting replacements must consider LED specifications as a mandatory criterion. Additionally, the "Energy Efficiency Rating" of electrical appliances must be carefully reviewed to ensure the procurement of low-energy-consumption products.
6. Amendments to Occupational Safety and Health Act Regarding Workplace Bullying
Due to the persistent high number of workplace bullying complaints, OSHA plans to introduce a new chapter on "Workplace Bullying" in the Occupational Safety and Health Act in March. The proposal is expected to be submitted to the Legislative Yuan for discussion in May.
Employees are reminded to review the previously issued "Self-Assessment Checklist" to examine their behavior and ensure it does not meet the criteria for workplace bullying. By making necessary behavioral adjustments, we can foster a healthy work environment.
After consulting with the regional committee members, Chairman Wangen Lee encouraged all participants to strive forward together toward these objectives.
