This letter replaces the term "foreign labor" with "foreign nationals," while the rest of the process remains largely unchanged from previous versions. Please note that the "reporting party" can include "employment service agencies and their personnel," and reports must be made within 24 hours of the incident to facilitate prompt handling and necessary arrangements.
