MINISTRY OF ECONOMIC AFFAIRS Notice is hereby given, for the promulgation of "Regulations on Setting Energy Conservation Objectives and Execution Plans for Energy Users From 2025 to 2028" (regulations have come into force since 1st, January 2025).

To achieve the goal of energy conservation and carbon reduction and move toward the target of net-zero emissions by 2050, the Ministry of Economic Affairs on January 2 established the "Regulations for Setting Energy Conservation Goals and Implementation Plans for Energy Users in the Republic of China from 2025 to 2028." The term "energy users" is defined as "electricity users with a contracted power capacity exceeding 800 kW." In Appendix 4, it is explicitly stated that users with a contracted capacity of "less than 10,000 kW" have an annual energy-saving target of "1.0%," while those with a capacity "exceeding 10,000 kW" have a target of 1.5%.

Enterprises, as part of a collective effort to reduce carbon emissions and achieve the global net-zero target, should make every effort to implement various measures to achieve the aforementioned goals, thereby mitigating global warming and ultimately reducing its impact.
